- Soak Cellophane Noodles into a bowl of water
- Fried 2/3 Garlic
- Cut Soaked C.Noodles into half
- 1/3 left garlic mix with soaked C.noodles into a bowl of fried garlic oil
- Put salt for seasoning purpose
- Put the mixture on top of the Scallop
- STEAM IT
- Put some Soy Sauce
- Ready to serve
